Sir,

I am commanded by the Air Council to refer to

Colonial office letter of the 17th October, 62753/29, regarding

Kai Tak aerodrome, and to acquaint you, for the information

of the Secretary of State for the Colonies, that so far as can

at present be foreseen Royal Air Force requirements at Hong

Kong for some years to come will be met by the provision of

the aerodrome and the construction of the hangar referred to

in Colonial office letter of the 4th October, 67253/29,

supplemented by such temporary accommodation as may from time

to time be necessary.

As regards civil aviation developments, I am to

state that the Council have received information of two

British projects for the operation of services in Southern

China which might mature in the near future if financial

assistance were forthcoming.

It therefore appears to the Council that the need

for the immediate development of the aerodrome for commercial

aviation and the extent of such development is dependent

upon the prospect of financial assistance being available for

the operation of civil air lines when the aerodrome has been

sufficiently developed for such traffic. No subsidy for the

operation of such lines is contemplated from funds at the

disposal of the Air Council and as it appears undesirable that

facilities on the considerable scale contemplated by the Hong

Kong Government should be provided unless there is a

reasonable prospect of a demand for them in the near future,
